It could be inaccurate or out of data card information, a fraud detection by one of the banks, or even a network glitch that stopped the transaction.
Contractor HQ uses a Level 3 PCI compliant processor and when they sense a potential problem, they will deny a transaction to be on the safe side.
You could reconfirm your information by starting the Membership sign up process again.
